MCL Invites EOI For 60 MWh Battery Energy Storage System To Boost Renewable Integration In Odisha

Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited, has issued an Expression of Interest (EOI) for the deployment of a high-capacity Battery Energy Storage System (BESS) in Odisha. This initiative forms a part of MCL’s broader strategy to achieve net-zero emissions by integrating BESS technology with its existing and planned solar power plants. The company’s peak contract demand stands at 86 MVA, making energy storage a key requirement for efficient power management.

The EOI is primarily intended for information gathering. MCL seeks to understand the latest developments in industrial-scale BESS technologies and identify potential technology providers, EPC contractors, and battery manufacturers with relevant experience. Interested parties are expected to submit detailed technical and financial proposals covering the setup of the BESS system. The proposed project involves a total BESS capacity of up to 60 MWh.
MCL has clarified that this process is a preliminary step and does not constitute any final commitment to award a contract. The information received will help the company in its internal evaluation and may inform a subsequent Notice Inviting Tender (NIT). Bidders are required to submit proposals detailing the BESS technology, specifications, capital expenditure (CAPEX), and land requirements. These submissions will serve as white papers and budgetary estimates to aid MCL’s assessment of potential projects.

For financial evaluation, the EOI specifies that CAPEX should be provided in Rs./MWh. Additionally, data on the Levelized Cost of Storage (LCOS) and Levelized Cost of Delivered Energy should be submitted in Rupees per kilowatt-hour (Rs./kWh). This information will allow MCL to carry out a comprehensive feasibility study and financial analysis before moving ahead with any tender process.

The document download for the EOI began on December 4, 2025. Interested bidders must submit their proposals online by December 26, 2025, at 5:00 PM. An online meeting for clarifications and discussion is scheduled for December 10, 2025, at 11:00 AM. The bids will be opened on December 27, 2025, at 11:30 AM.

Importantly, the EOI stage does not require any Earnest Money Deposit (EMD) or Performance Bank Guarantee (PBG), underscoring its non-binding nature. This step allows MCL to explore potential technologies and suppliers, gather insights on cost and feasibility, and prepare for the next phase of the project. By seeking inputs from industry experts and prospective bidders, MCL aims to strengthen its renewable energy integration and advance towards a sustainable, low-carbon energy future.
